Luke Ortega Luper, Business Advisor

Luke Ortega Luper is the owner and principal at SWMBE Bonding Capacity Growth Program, a surety bonding agency and bonding consulting firm. He presently is on a contract to do contractor training at the University of Texas System HUB Office’s program, How to do Business with UT System. He also has done bonding programs for Travis County and UT Austin’s HUB programs. From 2010 to 2019 Luke was the first and only Surety Bonding Consultant for the City of Austin’s Small and Minority Business Resources dept., and from 1997 to 2010 was a Senior Business Development Specialist at UTSA Minority Business Development Center. Luke is licensed bonding agent, holds a BBA from the University of Houston and an MBA from the University of Texas at San Antonio.
